Any SBI officials, Help me?

My brother who is an NRI and staying abroad, want to close his locker account with State Bank of India. He gave authorisation to me. My brother gave me a letter addressed to Manager State Bank of Inda, requesting to close the locker account. But the Manager says the customer should come from foreign county to close it. It cost much to comeover here to India. How to close and surrender the Locker to the Bank ?
