Anybody had trouble with the Citibank online e-savings account?

This is the worst service I have ever received. DO NOT join Citibank's e-savings. I have had so much trouble trying to access my account and withdrawing money from a supposedly liquid account. If you call (and its often ) they honor you with someone that barely speaks English - its disgusting. I overdrew on my checking account and had to pay $160 in charges because Citibank did not transfer MY MONEY because of some small technicality. After they didn't send me a pin to authorize my card, I had to wait ten days to receive a ';new'; one - I couldn't access my savings to pay my tuition on time and I missed my car payment. When I called Citibank to get help, the supervisor said that she could do nothing until I received my pin - one that I was supposed to already have. I finally got into my account, but, once again as of right now I can't access it again through ATM and when I called to ask why, the system was down. Does anyone know who I can forward this complaint to at Citibank?
